Professional Investigation Services for Ontario Businesses & Institutions

Every workplace situation is different. Some are straightforward. Others are sensitive, unclear, or carry real risk if handled poorly.

First Recon provides professional, discreet investigative services to help employers and institutions gain clarity before decisions are made. Our role is to gather reliable, objective information so you can move forward confidently, fairly, and appropriately.

We work almost exclusively with businesses and institutions and understand the legal, reputational, and human considerations involved in workplace investigations.

How We Approach Investigations

Our work is guided by clarity, fairness, and discretion, not assumptions or conclusions.

We do not assume wrongdoing, and we do not rush to judgment. Every investigation is handled proportionately, lawfully, and with respect for all parties involved.

Our services are designed to:

  • Reduce uncertainty

  • Support fair decision-making

  • Avoid unnecessary escalation

  • Protect your organization and reputation

Our Services

1

Questionable Injury & WSIB Investigations

We assist employers when injury or disability claims raise legitimate questions and additional clarity is needed before decisions are made.

This may include situations where:

  • Reported limitations are unclear or inconsistent over time

  • Activity appears difficult to reconcile with restrictions

  • Incident details or timelines change

  • Management requires objective information to proceed fairly

Our work may involve:

  • Discreet, lawful surveillance when appropriate

  • Activity verification

  • Investigative interviews

  • Claim timeline and fact review

  • Documentation suitable for WSIB, HR, or legal review

These services are often used when something doesn’t add up, but accusations are not appropriate.

2

Surveillance & Activity Verification

Surveillance is one investigative tool, not the starting point and not the solution by itself.

When appropriate, we provide:

  • Lawful, discreet surveillance

  • Activity verification

  • Documentation aligned with the broader investigation

Surveillance is always conducted professionally, proportionately, and with respect for privacy and applicable legislation.

3

Internal Fraud, Theft & Employee Misconduct

We assist organizations dealing with internal concerns that require independent, objective review, including:

  • Theft or misuse of company property

  • Time theft or abuse of benefits

  • Policy violations or misconduct

  • Internal matters where clarity is required before action

Our role is to establish facts, document findings, and reduce uncertainty so decisions can be made with confidence.

Our goal is clarity, not conflict.

4

Contractor & External Fraud Investigations

In some situations, employers face concerns involving third-party contractors or external service providers.

We may assist with investigations involving:

  • Questionable billing or work claims

  • Misrepresentation or deceptive practices

  • Activity verification related to contractual obligations

While this is not a core focus of our practice, it remains part of our investigative capability when appropriate.

5

Investigative Interviews & Workplace Fact Finding

In many cases, the clearest answers come from structured conversations rather than observation alone.

We conduct professional investigative interviews to help employers:

  • Clarify incidents and inconsistencies

  • Establish accurate timelines

  • Understand differing accounts

  • Support internal reviews and decisions

All interviews are conducted objectively, respectfully, and confidentially.

Our focus is fact finding, not confrontation.
